In the special features, there is a video called "The Empire of Luthor". At about the 9 minute mark, Luthor gives his speech to Superman.

But this video splices actual film footage with footage from the set. Luthor's speech plays as such:

"Ancient Kyrptonian deformity... Obeys ONLY ME... Born to destroy you........ Your Doomsday."

In the actual film, the line "Obeys ONLY ME" is replaced with "The blood... of my blood."

I had always assumed the line about using his own blood was meant to imply Luthor had a certain controlling bond with the creature. I guess this confirms that intention in Luthor's motivation.
