Why is the FCS so dynasty-prone?

Hoping to get a little help from those that keep track with the FCS a bit. I don't know much but I do know they it seems to be filled with programs that dominate for 4-5 years at a time.
From 1979-1982 EKU appeared in 4 straight finals appearances, winning 2. Haven't made a finals appearance since then.
From 1985-1990 GA. Southern appeared in 5 of 6 finals, winning 4.
From 1991-1994 Youngstown St. appeared in 4 straight finals, winning 3. (winning a 4th title in 1997). Haven't made a finals appearance since 1999.
From 1995-2009 Montana appeared in 7 finals, only winning 2 though.
From 1998-2001 Ga. Southern reappeared in 3 straight finals, winning 2 more. Didn't make a finals appearance again.
From 2006-2008 App. Sts. won their 3 straight titles. Didn't make a finals appearance before, haven't made one since.
From 2011-2014 ND St. won its 4 straight. First titles for the program, never appeared in finals before.
So out of 38 total titles, those 6 programs account for 21 of them with 11 more runner-ups.
I know programs and franchises at all levels have their dominate streaks, but it seems to be more prominent for FCS football. I know not making it to the finals = / = the sudden collapse of the program, just find it fascinating. Any of the FCS fans on here have an explanation? Genuinely interested.

I would assume in a league where the majority of the players are SIGNIFICANTLY below that of a typical CFB player, if you get 1-2 top notch players, you can ride them their entire career.

not just that, but I don't think you have to have max scholarships in FCS. some teams give less scholarships than others as policy every year.

The FBS isn't entirely different.
2009-2012: Alabama won in 09, 11, and 12
2006-2008: Florida won in 06 and 08
2003-2007: LSU won in 03 and 07 and USC "won" in 03 and 04 (almost won in 05)
1994-97: Nebraska won in 94, 95, and 97
1987-91: Miami won in 87, 89, and 91
1973-79: Alabama won in 73, 78, and 79
I may have missed some, and of course there were more before 73, but I didn't wanna keep going down the list. So anyway, it obviously isn't as extreme in the FBS, but it's still sort of there.

I don't like that people are actually switching over. I figured we'd just keep calling it 1A and 1AA.

Montana has won despite coaching based on the strength of their program. Look at Bobby Hauck. He made 3 FCS finals and is a pretty dismal coach.

NDSU hasn't really ridden anyone. They have had a couple of good qbs and Crockett was a great RB, but it's more about the culture they have established. I think their closest FBS comparison is Kansas State. Kansas State doesn't win titles because they are outgunned athletically, but they certainly overachieve.
In the FCS, the athletes are all similar, so establishing a disciplined, winning culture can make the difference.

This couldn't be further from the truth. Those schools noted didn't ride a few players. They built great programs that attracted the best talent and utilized their players in the most effective way possible. It's not unlike high school programs that are consistently at the top. Given that there is a playoff system in place, the best programs rise to the top. In FBS, champions are heavily influenced by media rankings and polls.

No not always. It's a bid system. The top seeded teams (1-4) are protected though generally.

Well App State and Georgia Southern are FBS now...so that partially explains them not returning.
These programs typically keep players for 4 years, so a coach with a solid system and recruiting track record can keep a team on the top a bit easier than a FCS coach who has guys constantly leaving early.

Neither became a D1 team until 2014 or 2015. Which is a 6 year absence for App. St. and a 14 year absence for GA. Southern.
