When someone is about to run into you and you're just standing there, you're natural instinct will be to lower your shoulder and step into the person, it's a way to brace yourself for contact. The guy is standing back where he's supposed to be, you're dumb if you think this guy did anything wrong or should be punished.

See, that's a valid excuse. Trying to say the guy is jumping backwards when he clearly isn't? That's not a valid excuse.

It shows every other person on the 49ers' sideline getting out of the way. The guy who hits Lane follows him all the way and doesn't even act surprised after the hit.

He lowered his shoulder and took the hit.. why? because he's close to the coach, and he's got a bull with pads on coming down his way. Let's look back 2 season ago to a certain play that knocked out Sean Payton.. I am perfectly ok with the way this was handled.

in a split second like this, you have a few gut reactions that happen "I'm the last person between this guy and our coach.. I have the size.. but I need to protect myself" and "Oh crap, I need to get out of the way.." or even "Oh crap, I didn't expect him to be coming this way, let me brace myself"

I see that hit as nothing more than the guy bracing himself.. he's not gonna hurt the guy in pads, and he's 6 yards out of bounds. He wont be fined.. and I'm glad he did it, pretty much the only guy on the sidelines not in pads that could have taken that hit well.

there is also the very likely possibility the guy didnt know if he should move forward or move backward to avoid contact.

He was in no mans land.

It looks like he couldn't decide whether to jump forward or backward to get out of the way. Doesn't look like he jumped in the path and lowered his shoulder at all.

This reminds me of the ref that hit an opposing player in an LSU game. The ref used to be an LB. A player running at speed at me will lay me out if I don't lean in or get out of the way. You've got to be able to protect yourself somehow.
