I have never understood "ball striker" when talking about PGA players.......it's no different than asking which kickers are the best ball strikers in the NFL. ALL of them are good ball strikers....otherwise they wouldn't be playing on tour.

Ball striker means consistency of contact and being able to move the ball the way u want.
Guys that only hit the ball with one flight or trajectory can't be considered as good a ball striker as someone who can hit a draw or fade or knock down or moon shot all with distance control and accuracy... To be able to move the ball left and right and up and down and do it with accuracy makes someone a good ball striker

There are guys that have won on the PGA tour like Stan Utley that hit the ball like a 5 handicap

IMO there are basically 5 phases
Driving
Long iron
Short iron
Chipping
Putting.
The best "ball strikers" in golf should rank the highest in fairways hit and gir.......which should easily be calculated.
Ball striker to me.....means hitting the sweet spot consistently and the players on tour don't stay around very long if they can't do that.
