Does Xavier belong in the discussion as a top-15 program?

Not on the Duke/UConn/Kansas level but the next?
They've made 5 Sweet Sixteens and and one Elite Eight in the last 8 years. That's a better postseason resume than Gonzaga in the same amount of time, for comparison's sake.

Yes. Xavier is legit. I've been waiting for them to drop off since Sean Miller left. Still haven't.

They are what Tulsa was 10-20 years ago. They are legit but eventually their luck with pulling future HOF coaches out of thin air is going to run out.

Are they? Probably.
Do they belong in the discussion? I don't think there's any doubt.

Thad Matta, Sean Miller, and Chris Mack is really an insane streak of hires.

When it comes to schools on that part of the radar, I think Gonzaga, Wichita State, Butler, Cincinnati (in the same city), Marquette, etc., get as much if not more respect than Xavier does and I'm not sure if they're not the best "program" of the bunch year-in year-out except for maybe Wichita State.

Like I said, it's like when Tulsa had Nolan Richardson, Tubby Smith and Bill Self. Don't know if they were in a row but still.....

And all those hires have come from within the program
Similar at Butler too
Similar at Butler too

Definitely a top program. The Big East is upper mid-major IMO, so their rise isn't as impressive as say, Butler or Gonzaga.
That said, they don't get the attention they deserve because they aren't 'cute' like those other squads. Elite 8 in 2004 and 2008, Sweet 16 just a couple years ago...and some other runs I'm sure I am forgetting.
I think it's a case of a program making a coach and the other way around. It's not a coicidence coaches continue to succeed there. They obviously have great infrastructure.

You offended them by comparing them to Gonzaga..

Yeah...I suppose you get an upvote for this.

They are a good program, but they also have been the beneficiaries of some amazing upset luck. Here's their path to the Sweet 16 by year, seeds only:
2015: 11, 14
2014: lost play in game (12)
2013: missed tourney
2012: 7, 15
2011: lost 1st round (11)
2010: 11, 3
2009: 13, 12
So, they didn't even reach the round of 64 in two of the past three years, and of the last 7 years, which includes 4 runs to the Sweet 16, only once did they play a top 5 seed (or the best possible seed in the 2nd round).

That's not their fault.
Xavier's been pretty decent since Barry Larkin's younger brother was hooping there.

Yeah not a top program

I wasn't even gonna include 2009, because that's Miller's last year. I like Xavier. They are a good program, but they have clearly taken a step back since Matta and Miller were there. And their recent runs have been assisted been some serious good fortune (it should also be noted that they also are real good at not being upset, which is another key to tourney success).
But if we're going to say Xavier is top 15 program, I think it is pretty germaine that right before this current run, as a 6-seed, they lost the play in game and missed the field.
Xavier hasn't had a top-4 seed since 2009. If you're arguing top 15 program, that matters.
