That's the FFS starter, Fiers, Feldman, Sipp, they should list it as such.

Here's the issue with Quintana. He's not a star name no, so you'd logic that he might not cost a lot.
But, this is a fairly weak trade market for good starting pitching. It's also a terrible free agent class for SP. Quintana is 27, he's got a solid track record, is controlled cheaply for at least 2 more seasons (with team options for the 2 years after that). If the Sox make him available, you could see quite a few teams willing to pay a price for him not just for this season but as a preemptive move to improve going into next season.
I like Quintana as a rotation upgrade. And he's certainly cheaper than Sale or Archer. I just see him as a guy who might cost more than we expect given the market this year.

You're totally right. Any starter worth a crap who is going to be traded will be costly. But we really need one who is a proven. Like you said, not only for this year but next year.
No one wants Fiers to keep starting (he is a BOR pitcher for second division team). Fister is gone after this year. We have three established starters plus high hopes for Musgrove to at least be a workhorse. But we have no true ace in the "shut them down cold" sense.
Maybe Lance becomes the ace his talent says he can but we have no idea. Dallas and Jabroni are MOR guys, and it's likely that's what Musgrove will be. Quintana is a borderline No. 1 who would be our Game 1 or WC Game starter. We need that.
The near future arms? Rodgers and Hauschild are No. 5 starter types. Paulino has an injury history and seems to be a problem child all the sudden. Martes is a project who we cannot expect to help the rotation until at least 2018. Fortunately, we have stud arms below Double A who will come along. The talent will keep flowing for years down the line when we need it.
Therefore, we have to pay for pitching now. Our farm is deep, and we have guys ready or almost ready for MLB who will have no place to play (like Moran, Kemp, Davis). We also have high minors guys with varying value I don't think we want to play (like Singleton and Fisher who I see as another Rasmus at best).

Oh I know that Quintana would cost a lot. Honestly almost as much as Sale. Quintana has been quietly one of the best SPs in baseball the last few years.

I also forgot to say that guys like Fiers, Feldman and Neshek can be traded right now (especially if we get a new starter) to replenish some of the talent we will be giving up.

I think Devo has been a rather lucky with BABIP. I like him as a reliever unless he develops more pitches. I think Musgrove and Rodgers are more ready.
That said, any of the three over Fiers is better.

He's been lucky in terms of HR/FB but his BABIP against is fairly normal

I missed it, but Boston was in the middle of averaging 6 runs per game.
Just pointing out that Devo did an ok job except for getting shelled the one time by the Red Sox.
Why wouldn't they try out Feliz for a start?
Why don't they bring up one of those pitchers? Are they waiting for the trade deadline? Is it political or salary related?

I'm not sure how it would be political. Definitely not salary related, the Super-2 deadline is long passed.
