No, you can't quite make that comparison yet. If Silver allowed you play online at all, then I'd agree with you.
Also, none of the dev kits had 8GB of RAM in them. Everything they showed was using 4GB.

ETA: Will this make my environments more interactive? Will things be more detailed? Textures? Smoothness. Will Frostbite 2.0 run in 60 FPS?! When I drop a 120 mm mortar on a tent, will the tent just laugh at it like it does now?

The reason this number is significant is because high end GPU's for PC's have between about 2-4GB of GDDR5 RAM (My system has 3GB of GDDR5.
Nvidia will be releasing a new GPU called Titan soon (probably months and months before PS4) that has 6GB of GDDR5. This card is being called a "super computer GPU". Which is still 2GB less than the PS4. That is why that number is an industry leader.
