It definitely set the bar for years to come. It legit ruined a lot of single-player action games for me, not just RPGs.

It's one of my favorite games of all time but the combat leaves a lot to be desired

I see some ppl say this, are you playing on easy?
Its difficult and technical but in a good way. Learning of the dodge and evade made you an offensive weapon with the counter. This game might be best game ever made, it is differently that damn polished.
One complaint.
They should release an abridged version. Whew some of those lengthy dialogues.

To answer you OP...I cant say it is the greatest game ever but it is certainly the best game this generation and it's not even close.
