You can name any city with an MSA population of over 1.5 million and there is bound to be a good scene there. Smaller cities like Birmingham, Charleston, and Asheville are more likely to be underrated.

Memphis is pretty good, even outside of the BBQ.

San Antonio is pretty underwhelming for it's size.

Spent a month in Birmingham last year and I would have to concur with others in this thread.

True for Madison. Ann Arbor is pretty nice as well.

Most college towns are great per-capita culinary towns. Boulder, Colorado is good as well. Hell, even Oxford, Mississippi. Baton Rouge is trying, but really still has a ways to go in stepping up its game.

Providence. Federal Hill. Italian mecca.
For Italian ....I agree but Boston's North End is every bit as good.

There are a lot of tourist towns mentioned in this tread, but for being a non-tourist town (other than football season)...

Baton Rouge is a great culinary town for its size and low tourism.

The stretch from Charleston thru Georgetown to Pawley's Island/ Murrels Inlet is about my favorite non big city area to eat. Agree on Asheville being solid. Agree on Savannah being good, not great. Agree on Portland ME being solid, but found the rest of Maine boring and bland. But I haven't been up that way in 7-8 years
