s far as I know, EL Gato Negro is doing just fine. Seems busy every time I go. Food is good quality.

Anyone know more about the old semolinas spot? Someone said Mexican. Do you know if it is a local place or a chain? If chain know a name? Any info would be appreciated.

I believe the guys from Zea are building a mexican/taco joint there. I think he was saying that on Fitzmorris' show on e afternoon. But things could have changed, this was a while ago that I heard.

Basically anywhere with Guidry as your councilwoman has a moratorium on issuing new licenses.

Probably places with previously established licenses. And a moratorium doesnt mean you cant get a license, just that you have to jump through a lot of hoops and spend a bunch of money.

The Asian Pearl joint and the Gingerbread place got permits. As long as you are a restaurant, it doesn't appear to be hard.
On Harrison the area is zoned commercial, so you can open a restaurant as a right. The liquor license is a small next step and really only requires that you don't set yourself up to serve drinks separate from food service.

What happened to Mitch's One Stop Shop for permitting? What a joke. It should be an automatic approval for a liquor license, this isn't the rest of the fricking South.

I believe is going to be a latin themed restaurant. Same original chefs/owners that created Zea but completely different concept. More latin than mexican so a lot of fresh seafood ect.
Outdoor patio with a nice tequila selection as well as south/central american drinks and beer. Hoping it has the atmosphere as the velvet cactus but much much better food.

Have you ever applied for a waiver of a moratorium? It requires you first fork over 1 grand to the City Planning Commission, then meet with council, neighbors, etc... A lot can go wrong. Add on attorney's fees, delays, etc... and it along with other reasons state above makes opening in certain areas of town not worth it.
PS that old Semolina's has been "something going in there for about 5 years." It has run up against moratorium issue time and time again.

It has been owned by the Zeas group since it closed. This is the first time they have decided on and pursued a concept at that spot.
That was not the hold up.

Yep. Pretty much every commercial area that is close to residential (b1a zoning) is now conditional use for alcohol. Makes no real difference if you are a bar or a restaurant seeking a license. Conditional use requires city planning commission approval then full council approval. Takes a minimum of four months and thousands of dollars. Its also difficult to get real estate deals done because lessors and sellers don't want to pull their properties from the market while potential lessees and buyers go through the process.

Certainly hope the food is good, but there's only so much atmosphere you can pump into a location bordered by a giant interstate overpass, a cemetery, and a country club entrance. No idea how that location worked for so long.
