How sanitary are the hot towels at sushi joints?

I'd assume not very. I see people wipe their faces and eyes with them and it makes me cringe. No telling where that's been.

What about the wet, warm incubator it sits in?

I have no how they prep the towels.

they use them once and they go to the laundry vendor with the other towles. One time I saw the lady from Young's in Kenner with a basket full of nothing but white wash clothes at Sams. Had to be $300 worth of towels.

Most places wet/warm them with steaming hot water. I don't think anyone still just keeps them wet and hot all day. That's gross.

I didn't know. There's always some flowery fragrance associated with them and I always assumed that was to hide something musty.

The flowery fragrance is probably just leftover odor from the laundry detergent used.
