Another thought is to rent out a VFW hal
For an inside rental, this is about all you can get in that budget.
If you don't mind Metairie, there is a small country club place(Lakeside Country Club) that just did a major renovations of their party room for rent and it is very nice for a low price. I think the room is called the Ponchatrain Room.
If you want to chance the weather, the Bulldog on Canal has a nice little party rental space outback behind their cool arse patio.

Plus you can bring in 20 pizzas from Domenica for cheap.
Yep, great idea. Saw someone roll out with about 15-20 pies right around happy hour. They honored it since they ate one in the restaurant.
ETA: If you went to Tulane, you may be able to convince Ole man Melius to let you rent out Bruno's.

Incredible idea.
I was also mulling around Henry's. I'm sure they wouldn't mind outside food and they have that side room where everything can be set up.

What is the date you trying to do this brah?
Trying to rent out a bar with the little budget you have might be hard if there is something going on. Don't see the owner of Henry's shutting down his bar for you guys. 60 people in that side room will be a cluster. I've used it before for a FF draft with 10 teams. Plus they sell food so that might not fly with bringing in outside food.

December 27
Rock and Bowl is another option.
The budget was a rough estimate on my part. It assumes each man in the wedding party pays around $100. If they feel inclined to ball out then I'm all for it. I was just trying to see if there were other venues I might have been overlooking.

We had a surprise party for my mother at Rock n Bowl. Was a kick arse time, but your budget might be a problem.

Why not have several smaller showers with 20 people at someone's house? No reason to have a big arse shower for 60 if you can't afford it.
