Three things JBE could do to reduce deficit without all his new taxes & without cutting--

1) eliminate payments and issuance of film tax credits--we have already decided we don't have honor them on any particular time schedule so instead of limiting redemptions to $180 million year let's limit them to $10 million--savings $170 million---cost to hardworking Louisiana taxpayers--ZERO

2) eliminated the oil severance tax credits--not as much revenue now as it was few years ago but could be $100 million---cost to hard working Louisiana taxpayers---ZERO

3) tax the government pensioners like the rest of us--on state pensions alone over $4 billion a year is paid out--none taxed. Add in the federal pensions that are not taxed--let's say another billion. If taxed like the common taxpayer's pension let's say the net rate would be 2% so there is another $100 million--cost to hardworking Louisiana taxpayers---ZERO

Help me out with this. What is this referring to? What would it be listed as in the tax exemption budget and/or statute?

Remove the statutory restrictions on some departments/programs so we can make cuts to more than just healthcare and higher education. You'll never make real progress unless all options are on the table. Without checking, I'd venture to say that 75% of the state's budget is statutorily protected. So we're trying to balance a budget with cuts that only impact 25% of the entire pie. It'll never work.

Cutting the film tax credit saves zero money this year, same as merging higher ed institutions, but could yield huge savings in the future.

This is kind of silly.

The state gives you money, and then says they want some of it back. Why not just reduce the benefit? If you sign an agreement with the state that they will pay you x amount, and then they turn around and pay x-y, isn't that kind of reneging on the deal?

I'm down with removing some exemptions (not the homestead exemption), I think it's the loopholes and special considerations some businesses get over others that should go first.

Of the 87 largest companies that filed corporate tax returns in 2012, one-quarter of them, 22 businesses, paid corporate income taxes in Louisiana, according to the revenue department data. About half of the businesses, 42, paid corporate franchise taxes.

You are an idiot, despite the fact that you put yourself out there as some sort of governmental know it all. The three actions cited would exceed his executive authority and prompt multiple lawsuits which would cost ALL tax payers a ton of public money to both defend and pay. All three actions would not only require legislative changes, but also can only be prospectively applied. This the changes would not alter this fiscal year, and possibly only part (if any) of next fiscal year.

Or, here's a crazy thought. We actually make the oil and gas industry pay taxes on something. For two years in a row we have given out more money in tax credits/deductions to industry than we have taken in on taxes. Why not just make them pay some of the taxes that everyone else owes but they get exempted out of, despite them being the most able to pay them.
