I would like it to stay at 20 but make TOPS a loan program. If you graduate, the debt is forgiven. If you drop out, pay it back. Current system has no accountability.

All I'm going to say is that when I was a music ed major at MSU we had a lovely older black lady who had decided to go back to school for fun and wanted to earn a BA in music. I remember being very surprised when I found out that she had a PhD in education because she found the music program "much more difficult than I expected."
I do assume that she earned her degree and graduated, though. As music majors we were all very aware of each other's abilities as musicians and as students and I remember thinking she wasn't going to make it (this was before I learned that she had a doctorate).

The argument will be made that black students are placed into schools which disadvantage them and as such they are not prepared as well as white students.

Sure, but at what point do we realize this is a problem that isn't going away until there are major cultural changes?
shite, we've been trying to fix this for 4+ decades and it has only gotten worse.

Make it a loan program, sure, but the initial requirements HAVE to get more stringent. Getting a merit-based scholarship/loan for scoring the same as the average American is pathetically embarrassing.

Yes. I had a 2.8 GPA, but a 31 on ACT. I put no effort into high school and no effort into college until I decided that I didn't want to be some one without a college degree at 26 years old. TOPS was wasted on me.

Had a friend of a friend who did this, after his sophomore year. Dude was brilliant. Made 35 on ACT, got full ride to LSU, got his GED @ 16, graduated at 19, went to work as engineer started at like 80k. This was back in mid 90's.

Not really. None of those school have many TOPS recipients. Over 50% of LSUBR's students are on TOPS, but the smaller schools aren't as attractive to those kids.

a 33 is in the 99th fricking percentile
I got a 33 and had a 3.7 GPA and didn't get a dime from Texas. This was in the mid '90s when UT was way less competitive to get in than it is now.

My kid's martial arts personal trainer graduates this year and just got accepted into Stanford. I didn't realize how many people get into Ivy League schools for free. You don't pay for tuition at schools like Stanford and Harvard if your family's income is under $125,000. From $125-150K, Harvard asks for 10-15% of income. Under $65K even gets you free room and board at Stanford. Though this kid is 17 and could pay it himself. Last year the kid inked a deal with a major company whose only previous licensing deals were with Bruce Lee and Chuck Norris. Trying to stir a little Ivy interest in my kid, but I don't think he'll stray that far from home.

that'll make it even more slanted towards upper middle class white kids. The State needs to put an income cap on it, to return it to its original purpose.
