Yes, but I've also noticed people honking at the car in front of them 0.4 seconds after the light turns green more often as well. I think it's the meth messing with their internal clocks.

There is a brief period (about a microsecond) between the light being red and being green (it's just blank).

Car manufacturers should install a "polite" honk or a "noodge" honk for just such an occasion.

I generally find this to be very rude and I try not to honk unless the person takes a VERY long time to move.

Haha I was telling someone the other day that I got honked at when A light turned green b/c the lady ANTICIPATED me not paying attention. I was using GPS while slanging pizza and , as a pro, we learn to use peripheral over the phone to avoid holding up traffic.
I laughed like Bitch I saw that light turn green and you gonna honk at me AS I'M accelerating?
