A pass interference is a rule regardless, who are the refs to decide what is uncatchable and what is not?

Would QBs try to exploit this?

No.

You know it when you see it. Ball thrown 5 yards over a receiver's head? Uncatchable. Ball thrown at a TE where he can possibly make a play on it? Catchable.

So is the RB committing PI if he blocks a blitzing LB while the ball is in the air?

It can be a little subjective, but DB's need whatever rules they can possibly get on their side in today's game.

if they remove the uncatchable aspect, there would be designed PI throws by the QB's

Well it's a lot more likely it would be uncatchable if the guy is getting interfered with. If he wasn't he could run an extra 5 yards and leap to catch it, etc. It makes no sense in my opinion.
