While the nice areas in Rio should be pretty safe, they are very close to the favelas which would definitely be considered 3rd worldesque. I was more unnerved wandering around Rio than I have been anywhere else. It is a beautiful place, and well worth the visit, but you need to keep very aware of your surroundings.

2nd World = Industrialized communist

It's BRIC nation Brazil, Russia, India, and China are not the third world. Most of the third-world countries are not dangerous. It's when you get large-scale economic disparity that you get violence. Brazil is famous for that.
