For example, Jay Electronica is a current rapper and the argument can certainly be made that he's one of the best technical rappers of all time. But, obviously not many people know who he is and so he doesn't have much impact on the industry as a whole. Kendrick Lamar is a guy that can potentially be on that level too, but also won't have the influence that Pac did. Between the commercialization and variety of styles that the genre provides now, you're not really going to have another Pac or Biggie in those regards, imo.
All of this is spot on. The fact that Pac came up during the time period that he did resulted in his strong argument for being the "best." Not that he isn't one of the best of all time, it's just the fact that what was doing was unprecedented. An artist that can come in and completely turn the game upside down will always be regarded and remembered as one of the best. Pac and CW were equally talented in their own style, some prefer one over the other. Lyrically, there are people who are just as talented, they just aren't conforming to the industry so they don't get any mainstream attention. Jay Electronica is a perfect example, and Krit was another up until a year and half ago. Look into some Cali underground. Guys like People Under The Stairs, Language Arts Crew, Zion I & K flay, and Dyme Def all have cult followings and rightfully so

Pac lyrically was the best, IMO. Honorable mention for Big, Nas and Andre 3000.
Pac had a very unique flow and you have to listen hard to catch it.
We all know rap is about making the last word in sentences rhyme.
Pac would make two sets of words in a sentences rhyme. Not only that, he would drag out a word and whatever word rhymes with that word, he would drag it out too.
Example of a verse on his song "Temptations"
(Talking to a female)
I wanna take you to the moooovies and the park

Agree...I'm convinced everyone over there knows they're sitting on something incredible with Act II.
Hopefully it really is just waiting/being cautious about the timing, and the label knowing exactly how they want to go about marketing him. Allowing J Cole to have his moment as of late plays a part too, I'd guess anyway.

Lyrically 2pac can't hang with Kweli, Mos, Common, and a lot of other cats who rap deeper across a broader range of issues.
From a pure MC perspective was my list, lyricists like the aforementioned are amazing storytellers. Nas is another phenomenal storyteller. Pure poetry.
Guys like Erik Sermon, Busta, Das Efx etc all were pioneers of their own style.
The West Coast sound was always way to generic for me. Wu Tang brought hip hop back to the East Coast from that bop gangsta West Coast sound.
Outlast and to a lesser extent The Fugees were transcendent. Throw the roots in their.
Then all the players from the south riding UGK, 8 & MJG, Cash $ and P expanded it.
I love it all, really enjoying the Odd Future show now.
My top 4 still sounds. All could freestyle with the best, command a show, all albums were amazing, and perfectly captured the essence of their era perfectly.

How many songs, albums and years was Jay-Z the number 1 rap artist? It's not even close fellows. People may have a favorite even MTV did the greatest MC and Jay-Z won on pure dominance of the industry.

I saw the PUTS back in 2006 at a small show in Houston. Wouldn't have thought those guys would still be underground 6 years later.
Jay-Z Reasonable Doubt is one of those albums you can listen strait through without skipping a song. Great Album.
Pac isn't the greatest lyricist, but the best rapper IMO.

I think BIG, Nas, Wu, Outkast, and a few other might be better rappers than 'Pac... but I don't know if there has ever been a better rap song than Hail Mary.

I don't know how you can make the claim best rapper ever. If you base it on that artist ability to change the game, then you have to go Jay, Tupac, Biggie. Jay-Z pretty much flips the industry on it's head anytime he wants to, Pac had so many people copy his style after he passed it was ridiculous( ja rule, dmx, master P, all platinum selling artist), not to mention that Nas and Jay, two of the best, were barely mentioned when Pac was on top. IMO Biggie only made two albums so his impact on the game was less than the other two rappers I mentioned.
