Slumdog Millionare was the best film of this decade.
But, to answer the question, IMO it is Dances with Wolves beating Goodfellas.

Ordinary people is one of my favorite movies. Canon in D major really gives that movie an awesome feel..

I'm prepared to get shite for this, but Titanic beating Good Will Hunting. To this day, I still have no idea why that movie is worshipped the way it is- yes the special effects are good, yes the story gets women all wet, but there is absolutely no way it's a better overall movie than Good Will Hunting.

Forrest Gump beating Pulp Fiction and Shawshank Redemption. I love Gump, but I think either of the other two deserved it more.
Other recent ones I didn't agree with:
-Shakespeare In Love beating Saving Private Ryan
-Gladiator beating Traffic and Chocolat (even though I love Gladiator)
-Chicago winning AT ALL

Well the movie studios decide which movies get nominated for Best Picture and have for about 10 years. So it is kind of rigged.

Dances With Wolves was a very good movie. I think the answer to the question has to be something like a very average movie beating a great movie at the awards show.

if the Critics voted for the Oscar, Raging Bull would have won easily (though critics did like OP), the academy is made up of industry people (Actors are the largest group) that is why Robert Redford, Kevin Costner and Clint Eastwood all won Oscars before Martin Scorese and Stanley Kubrick (who never won)

The interesting thing about that is how varied the opinion on that will be and is in this thread.
I think Dances with Wolves is boring as hell (though I'm biased because it beat GoodFellas). OTHO I really liked Shakespeare in Love, at the time I thought it was tough to win over SPR, but to be honest, I'm think SPR isn't aging very well, the beach scene is great, but the rest? I agree Titanic is over rated, but so frankly is As Good As it Gets.
You can really have 2 categories for this topic: Avg to bad movie beating a great to really good one like you said, or an all time classic not winning, even to another really good movie.
