You got 2 choices Build a kennel for the dog or bring it in the house and crate train it. Every retriever I've ever had have been hell on a yard. They spend so much time with you that they get separation anxiety had tear stuff up. Lastly bring that dog in the house and make it a part of the family....

Free public education. Not a playground for the public. I'm a high school coach and deal with this all the time. You may be part of the 10% of people that will use the facility and leave it the way you found it but sadly that isn't a common practice of the public useing those facilities. ...
