As I understand it, they basically just list all soccer schools in order of enrollment. Then they divide them into divisions with about 45 schools in each division...

Isn't this only a thing on the goalline? Sticking the ball out and intentionally bringing it back in the field of play is not the same thing. Tucking the ball on your own is the same as getting the first down and running backwards....

You really want a mid foot strike. Download a metronome app, set it for 180 and try to match your stride. Your goal should be to get your cadence close to 180 SPM.
As others have said, you may have to slow down considerably in the beginning, but your speed should come back as your stride gets more ...
