I have a $1500 flight voucher to blow and Cuba was a consideration

I would book a trip as soon as possible if that's where you want to go. You never know what Trump will do from day to day.
Havana is amazing, went a few months back. Definitely worth the trip.

Well that's certainly your prerogative.
I'd rather spend my money somewhere other than a cruise or a Disney World or a Destin. But that's just me. To each their own.
But I will say, you shouldn't knock the place if you haven't been there, which I feel it's safe to assume you haven't. Cuba is a beautiful island and Havana is a unique experience. I really enjoyed my trip there.

it is a double edge sword and more help goes to the MILITARY who controls all w the exception of the "small" businesses allowed and taxed by the government and the "behind the wall" transactions.
more true if you stay at TOURIST HOTELS and eat at their restaurants. That's minimized some if you stay in privately owned homes, eat at "paladares" and do not take government taxis.
