Why are user agreements STILL so long?

Read an article recently - they were estimating about 200-250 hrs to read through the user agreements for the services an average American uses daily.

As someone who used to work in leasing, we were required to have plain language summaries, usually a page or two max, on all of our deals with public citizens.

Few people are reading that crap and everyone knows it. But, they've known it for 15 years...why is it still happening??
