A no-call isn't good enough, it doesn't discourage anything.
They can flop 10 times and get 9 no-calls but the one time they deceive the ref and earn a penalty or get another player sent off then their bullshite has been rewarded and the sport has been shamed.

The EPL is the least likely to card for diving (or anything) of any league that I normally watch.

this is a problem in all sports and there isn't really an answer. We have repeatedly said all the answer that all sports have used. Apparently that is not good enough for you though.
