The historically have, especially Russia.
Russia also has terrorist problems (Chechnya). China has problems in the southwest part of the country with the Uyghurs.
However, those countries are far more totalitarian than we are (even after the Bushbama regime), and Islamists love them some totalitarianism.

I don't know what you're trying to get at, but the fact is, we do "give a frick". And no, not in the "they're so hardcore and we're so soft" kind of way.
We're incomparably more active in the world--for selfish and noble reasons.

Chinese culture doesn't have the crime issue we have. They don't have millions and millions in their prison system. They also don't have looters and rioters in their culture because they don't put up with that type of thing.
The Ukraines are the next sector of people we have to worry about committing crimes here in America.

Again. It's apparent to me that the average American doesn't know or understand shite about America. Anyone who thinks we're "soft" compared to any other nation is a goddamned fool. I'll say this until it sinks in with you people;
We've fought more foreign wars, and killed more people in more external conflicts in more foreign territories than any nation since WWII. And it isn't fricking close. We've enabled many more to do the same.

The US has never made a move that didn't benefit them or Israel, so don't act like our foreign policy is righteous in any way what so ever. We are just another power fighting for world domination. There are no good countries or bad countries. There are only countries trying to gain power anyway they can. The US just happens to be on top now. In 100 years it could be another country. Who cares?

I don't think "righteous" is the right word. But even at our most cynical, there has generally been some part of us that insisted upon fighting in the interest of a long-term greater good. Our foreign policy has been rudderless since the end of the Cold War, but we've even applied principle from time to time since then. Principle and ignorance led us to exclude all Bathists from the Iraqi government and led us to disband their security forces; fricking fail right there. In Africa, we place conditions upon our support to any government. Russia and China don't.
But I'll give you credit for not mistaking that for pacifism. We are an incredibly lethal people. I like numbers. If you do as well, look into them. We fight wars like no one else.
