You should look at how good Penney has been the last decade or so. They are probably better than Monroe City. They've won 2 or 3 championships and played in more.

I'm not saying for their entire history. But you said Penney was a one off. Penney has won more championships than Monroe. Penney has 4 vs 2 of Monroe. I think you have overrated Monroe.
