Les is ultimately responsible for the recruits, but he gave Chavis a lot of responsibility for getting guys that fit his scheme. The problem was, Chavis is a lazy recruiter. Miles should have intervened a few years ago when the LB corps started suffering. He didn't and that is absolutely on him....
