New York has conducted 777,000 tests per 287,000 cases. California, Florida, and Texas have conducted over 1 million tests for less than 100,000 cases.

Looks like New York comparatively sucks at identifying people who are or may be infected or exposed.

If you sincerely want that point, I'll concede it without even doing the math. Lombardy has had more deaths per capita than New York state. I would however warn you that Italy is ahead of us on the curve and the true measure will be in about 2 weeks. Now, should Lombardy do less testing than other parts of the country that are less severely impacted. Also, should Lombardy avoid searching for a better plan to contain and eradicate the virus.

I have no idea WTF you are attempting to get at. I've posted multiple times that NYC's response sucks. Their mayor sucks. Their subways serve as a CV19 petri dish.

It is ridiculous,
as is any attempt to nationalize that standard. NYC exceeds the US death rate (sans NYC) >10X.

War? Please don’t compare the China Virus Hoax to a war. But even in war, individuals choose the risk they are willing to take. The general public are not soldiers under call of generals. We have no such edict to bow to government intrusion in our lives.
