I only include areas that have had more than 1,000 deaths because smaller samples create anomalies. I haven't seen Madrid's death rate per capita but I'll look up.

Madrid has a population of 6.6 million with 7765 deaths. New York City has a population of 8.4 million with 11,817 deaths. Yes, New York City has a higher death per capita than Madrid.

Similar mathematically as it relates to population. I'm performing calculations, so I'm searching for similarities in numbers, independent of government or political agenda.

I could care less about how we arrive at a solution, or who arrives at the solution,I'm simply searching for a solution and it appears that other countries have done a better job than us so let's learn from the superior response and implement it or some form thereof.

Because maybe I don’t want my freedom infringed and movement tracked? How about we allow the individual to decide where they go and what they do without government intrusion.

Ok, you can view it like that, and you're not wrong but I would argue that I can find 2 states with a population of less than 30 million(about 10% of the total population of the United States), far less than the population of Spain, whose combined death toll is far greater than that of Spain. Both states obviously have a greater death per capita than Spain. I would also argue that if we are fighting a war, and there are 287,000 troops on the New York shore, I would allocate greater forces to New York than I would allocate to California, Florida and Texas who are facing less than 100,000 enemy troops. New York has conducted 777,000 tests per 287,000 cases. California, Florida, and Texas have conducted over 1 million tests for less than 100,000 cases.

That's fine and I respect your opinion and your personal freedoms but I believe that is a good way to lose a war, to place personal preference over that of the objective

Lombardy deaths are 1300dpm
NY deaths are 1125dpm
