I disagree somewhat. If you look at the Arab states, many of them have low murder rates but relatively high gun ownership rates. For example, Saudi Arabia according to a Small Arms Survey by a Swiss institute had the sixth highest gun ownership rate in the world in 2006 but as of now has a very low homicide rate.

I think there are two issues at play: culture and draconian penalties. Obviously we don't want to go to the lengths in either category that the Arab states and certainly Saudi Arabia go to, but there's a lesson to be learned.

I think we would be wise to weed out a lot of the useless and counter-productive laws in our criminal code and then have stiffer penalties for the crimes we really believe are crimes. I don't think that would have as big of an impact as a cultural embrace of self-responsibility, but I think it would help.

That cultural change has to take place from inside of the black community, inside of black households. Sadly, far too many blacks in these situations are more concerned with focusing the blame on external rather than internal factors.

Slowly make all parents 100% financially responsible for their kids.

Make it super uncomfortable to be on welfare if you are able to work.

What about a program that builds 2 houses in every Baton ROuge neighborhood where median house listing is 300K? We are going to waste our taxes anyway...why not put deserving and/or needy black families from subsidized housing into this situation -- those who qualify.

Then, impose a guest rule on them...all vehicles must be parked in the driveway sort of thing.

I know it sounds stupid, but I thought about this. I know it's already in possession of a name and I am not the first to come up with this...I just do not know what they call it. Imagine...there's what? 200 neighborhoods that have this criteria? That's 400 black families that have the need to move that you have just helped out. It may anger the original homeowners, but they'll get over it...maybe even give them a tax deduction for "participating" in the program.

3 strikes laws
legalization of drugs
stop paying people to have kids (end the welfare state)
legalized dueling
end to using police as tax collectors (no more checkpoints, no-knock raids, inspection sticker checkpoints, seat-belt enforcement, ect. Police only target violent crime, property crime, and obviously intoxicated drivers)
mandatory open carry for all adult mentally fit citizens (they must pass a test that is part of graduating high school).
Open carry outside of the home within incorporated areas is illegal for all citizens under the age of 18.
Once those two are standard, make concealed carry illegal.

Reduce hopelessness. Allow people aspirational goals, a chance to earn and participate in their community's economy. Incentivize entrepreneurs to invest in downtrodden neighborhoods.

I agree with a previous poster about "stiffer jail time." They murder, assault, steal, rape, etc. and this doesn't bother them. The jail is, as we know, structure for many of them. 2nd time felony offenders are at an all time high in every major city.

I like the whole "stop paying for kids" thing, but that will just increase larceny, burglary, armed robbery, auto thefts, etc...maybe even worse.

Lets face it...those of us who work and average above 100K per household and have kids in school, no matter the color, want others to live like us (I am speaking of society in general). If we make these criminals like us, then there is supposed to be the solution. Wrong...that's what we tried to do in the 1950's through the 80's. It obviously worked really super well.

Trillions have been spent on this objective over decades, it isn't going to happen. Functional people aren't finding jobs in today's economy, how do we make work suitable for the aspirations of the cognitively deficient butt hurt that prefer to life on government subsidies and crime? Jobs they could presently take are filled by illegals willing to work. Stupid BS.

It's drugs and lack of fathers in the lives of these kids.

I saw it for years you lose the kids to drugs around 12. They start missing school the crack heads get the hooked. By 13 or 14 they start with simple crimes and graduate to dealing drugs. They have two or three baby mamas by 16 and the cycle begins again.

As far as drugs it's more profitable to rob another dealer or buyer. Do you think the dealer or user is going to call the po po.

They laugh at warrants for their arrest and only cry for mama when they are finally arrested. Another situation is mama cries when they are killed. It's like really come on you didn't give a crap about the kid when he is walking the streets at 11pm when he was 4 and 5 due to you were getting high.

Best one there is a kid that killed another kid and presently walked out of a juvenile jail in north Louisiana hiding out in Florida. Yup no one in our state cares.

Maybe if prisons even juvenile prisons become prisons where you don't sit waiting for your next meal and you work on a chain gang picking cotton you would not want to go back there. Right now it's a place to get 3 square meals which they don't get on the streets.

1. Stop welfare and section 8 benefits after 5 yrs. 5 yrs is enough time to get vocational training or find work.

2. Close the hotels on Father's Day outside the ghettos. The babies daddies like to hide out on Father's Day. It's also the most confusing day for kids in trashy kip Holden thug ridden Baton Rouge!

It's sad but being a thug is the highest professional goal for most Ebrpss students. I wonder if they will offer more magnet programs for these over achievers like how to bs judge Trudy white to let you back on the street after you shot at someone, missed your court date, and the federal marshalls had to pick you up. Maybe they need a course on how to apply for all your welfare benefits for all your baby mamas.

That will NEVER happen. In theory, it's a great idea, but now we've shifted into the talk of removing AL Sharptons and thieving politicians from the picture...not to mention that crazy socialist frick in Vermont.

Once the 5 years is up, NAACP/ALCU will be all over anyone denying a family no matter what the guidelines told them.
