Repubs crack me up...

this administration wants to cut states budget by nearly 40 percent and wouldnt approve funding for security upgrades all across our span of embassies

especially you know where that bitch hillary killed those four people.

Most of the state department budget being slashed is foreign aid. And it's about time someone targeted it. For Gods sakes, were still supporting countries like Japan.

"Adhere" is a pretty strong word, but not sure I have ever disagreed with a President considering advice from his generals...

DoS should be called Department of Swamp.

We had a case where our agency was doing an audit for DoS on one of their contracts.

During the audit we found considerable costs that were being billed though not allowable per the contract.

As our requirement we disclosed this to the DoS contracting officer. WHILE THE AUDIT WAS STILL ONGOING, the contracting officer modified the contract to give the contractor all the costs we were questioning.

So we had to cancel the audit mid-stream since the action essentially took away all the work we did.

I think the root of what the general is trying to say is that diplomacy should still be a priority. The State Dept. is not the only diplomatic organization we have. There is a lot of overlap in the DIME model requiring the different federal agencies to work together. State has traditionally believed that they are above the military...that they are the sole source and final authority on policy and diplomacy and that just isn't true. There is way too much friction between the IC, State and Military. Most of this stems from an elitist Ivy League culture at State. They refuse to acknowledge the abilities and contributions of the other agencies in everyday foreign policy. The military conducts more day to day diplomatic relations around the globe(even in countries we are not at war with or in areas where we aren't not involved in any conflict.). State does not seem capable of recognizing these contributions. I'm not saying this because I think State should think more highly of the military, I'm saying this because State doesn't even seem to understand that these things take place.

I'm perfectly fine with a portion of State's budget going to the military( although I'd rather we just cut state and not increase defense spending at all.). Trump should work with Tillerson to foster a culture change at State and to make them realize that they a just a piece of the foreign policy puzzle.

It's less than half of the military increase. We'd have to cut the state department by about 85% just to offset the military increase.

Maybe someone should remind the Senator of his oath to support the US Constitution and check that document to clarify his role in the conduct of foreign policy.

Retroactively changing contracts to allow previously disallowed charges? Would love your elaboration on a 'valid requirement' as obviously if it was not in the initial contract, there was no right to bill the federal government for such expenditure.

Further, given such overbilling was detected through a detective control like an audit (post transaction), I am pretty sure you are swimming upstream here.

Contracts are modified all the time in government acquisition. If the program has a valid requirement and the scope is reasonably related to the existing contract its fair game. Says the FAR.

Anyway i obviously cant speak to your specific situation because i wasnt there. I am just saying that mods are a very common part of the acquisition lifecycle at least on the defense side. You draft an in-scope determination and state your case to the KO. Sometimes they accept sometimes not.
