All the federal government does it set a baseline of acceptability and guidelines for the individual market(the employer market has been federally regulated since 1974 with ERISA). Rand Paul, in his core proposal, only seeks to reduce it in that individual market space. As his plan by its nature is federalist. He just wants to reduce those baselines and remove a state's ability to regulate the insurance sold in their state. Leaving his reduced federal guidelines as the new baseline.

You can call it insurance, sickness funds, cost-sharing businesses, whatever you want really. The dynamics and issues are still applicable.

Isn't the buying across state lines thing is due to state level obstacles, not federal? Insurance rates are regulated at a state level.

That's correct. Until ACA, health insurance was a States issue.

States have different regulations regarding insurance. You can't join across state lines without changing each state's laws...and that won't happen.
