California is a mess. You know how much medi cal pays a surgeon in 2018 for a tonsillectomy? $139. Good luck getting a tonsillectomy in California.

Under Rand's plan, anyone who wanted a tonsillectomy would acquire insurance in California. Suddenly, the rate for any tonsillectomy in the entire country is $139.

Allowing purchase of healthcare insurance across state lines would only be beneficial to consumers if the ACA national requirement of uniform minimum policy provisions stays in place. It has never made sense to me that if the ACA sets the minimum for any policy, why can't these policies be issued in any state?
You may not be aware of this, but there are several states which already allow this. Nevertheless, attempts to set up interstate health insurance sales have been unsuccessful, not because of state regulations, but because of the way health insurers deliver lower costs.
