That's quite an assumption based on a gif. You have no idea what happened right before that. Perhaps Trump got held up talking to someone else and pushed back into his previous spot to continue an interrupted conversation. The dude that was pushed aside slapped Trump on the back and was smiling. It's a funny gif but it's just a gif.
