1 person = 1 vote
However, anyone thatreceives handouts should not be allowed to vote - it's created a junkie-dealer relationship between voters and politicians.

Democrats will get around this by converting welfare benefits to transferable tax credits.
They technically would get free shite without the government paying a dime.

Oooh, brings up another point. Should retarded people be allowed to vote?

Voting is a right for all sane citizens in good standing with the law. It is not a privilege to be purchased through payments to the treasury.
You see it that way.
I see it from the angle of voluntarily forfeiting it for the duration of being on the dole. Call it an incentive to be self sufficient. Or a price you have to pay for having someone else provide for you. There is way too damn much expectation associated with welfare.
It doesn't matter how much you make, as long as you make more than some percentage of how much direct cash payments you receive.
You cannot deny there is a MASSIVE conflict of interest for those that receive cash from the government.

What exactly defines "rich" and "poor"?
I guarantee the OP would not fall into the "rich" catergory and would not be allowed to vote.
