Shouldn't it be a reasonable assumption that anyone "should be able to" go for a jog without fearing for their lives?
How many "JOGGERS" were "JOGGING" away from a crime they had committed and were subsequently shot, vs. those who were just flat out "JOGGING' at their leisure like they always do?
