This is a looser, more casual use of the term fascism, but my answer to your question is simple: they police others' thoughts.

He's disliked a few things of what Trump has done, but has basically said he's been mildly surprised about a lot of what he's done. The worst thing he still harps about Trump is his antics. No he is not. None of what you said remotely fits that definition. The problem is you don't want to go down the slow of trying to truly define fascism because it takes facets of all types of government's. It's a definition that is tough to pin point. Trump was legally elected POTUS by the people and President Trump is using the legal power he is granted as POTUS to do what the people who voted for him want him to do.

Second, 'compensatory' doesn't necessarily mean 'paid'. Compensation can come in the form of government action (or even words), and Trump's cult is currently eating it up and feeling well-compensated. Tell me you're not, bitch.
