Voting no to proceed isn't a final no. The House didn't have the votes either... until they did. Mitch can still thread the needle with pork and sops like more opioid relief.

That is what a 2700+ page bill with 10 times that number of pages of regs will get you.

Obama care was intentionally this way. To be so insidious and woven into areas no one expected (or even appreciates) so that to unwind it would be impossible.

There has never been a "fix" to this.

They should just repeal it lock, stock and barrel. Revert back to 2009 healthcare system. Pass law to address THAT system (including 100% deductibility of insurance premiums).

How will they get the votes?

A full repeal wouldn't work under the rules of reconciliation so it would require a full 60 votes in the Senate. which would mean convincing some Dems to repeal Obamacare.

I don't see that happening.

The current attempts at piecemeal repeal and replace of the the ACA using reconciliation is nothing more than a way to sneak past the budget voting constraints. A full repeal requires 60 votes.
