Pretty sure there wouldn't be a unilateral "government" trying to take over if it ever came to that.
Ask any Iraq or Afghan vet how much of a bitch an armed populous can be to control. There wouldn't be near the numbers available at the federal level to ever control the entire US anyway.

Our government could not withstand a rebellion by only 1% of the population with out drastic measures on a Stalin like scale and a long time to prepare.
That would be a rebel opposition of 3.1 million members. Our government would cease to exist within a week.
ETA:
If the most conservative 1% of the nations populace were the ones actively rebelling, it would result in the overthrow in even quicker times. 3 days possibly. The top 1% most conservative people in this country have enough quality small arms to rival most nations arsenals.
