There was an article here a few weeks ago that Mattis was 'looking into' the matter. It is a no-brainer he did and reported to his CIC.
They reported yesterday they were awaiting Pentagon DOD exact directives. This is not a gotcha that POTUS went rogue. Even if he did, you are also too stupid to understand he can order this w/o talking or getting advice from anyone. They are awaiting it to go through the proper channels is all, you numbnut.

Mattis called for 6 months to review this policy and he is on holiday this week. Trump announced the final decision without the Pentagon knowing about it. The press team had no idea and had to refer the media back to the WH. The old policy was up on the armed forces website for hours.
Trump just announced a policy by Twitter without readying the rest of the govt. This isn't smart.

In point of fact, Trump did not announce a policy via Twitter, His tweets aren't do not constitute government directives. I mean if he tweeted out "gonna have the white house painted today" is that an order for someone to paint the White House? Of course it isn't.
How is Tweeting out a policy any different than holding a press conference and announcing that policy in that if instead of tweeting Trump had got on the podium and announced this new policy do you think the Joint Chiefs would have said "oh okay he announced it at a press conference so that's the new policy" without requiring actual DoD documents changing the policy? Of course not

If Congress wanted the UCMJ to allow trannies to serve, they could change the UCMJ. Congress doesn't want trannies to serve, that's why instead of getting the law changed Obama did an end around by issuing a directive to ignore parts of the UCMJ which Trump is now going to reverse
If Congress changed the law, Trump could do NOTHING about it. Assuming they had enough voted to over ride a veto of course

being a national archived document =/= policy document.
i will reuse the televised press conference as an example. They to are considered federal documents and are archived, but if the President got up and announced "we will set a policy of............" does that mean every agency affected is going to switch to the new policy? No it doesn't you fricking idiot, because those agencies need actual official paperwork before they can enact policies.
Here's a prime example of Obama saying something that didn't ever become policy, let alone right away. How many times did he say "I will close GITMO?" At least twice during SOTU addresses. Did the guys down there here that and say "oh okay" and close the doors? Of course fricking not.
