So how is making the internet a utility going to prevent that? Putting internet access in the hands of a government and running like an entitlement program is the only thing worse than what we have now.

No it would be better because the government is constitutionally prohibited from infringing the right of free speech while individuals (and individual corporations) aren't.

If it was up to "the free market" it would not habe been shut down. It's a complicated issue. It's a civil rights issue. What about the free market of ideas?
