My understanding is no. These will be exported back to the US.

Trump's complaint isn't that the plant was opening in Mexico, it's that the plant would be shipping vehicles into the US for sale. He's never complained about opening plants to serve those specific markets.

I think the Ford Focus is incredibly popular in China and this is a very case specific move. Not great but I'd chalk this up as fake news for sure.
