Food stamp junk food ban advances in Ark.

How will Cruiserhog get his pork rinds?
A new proposal making headway in the Arkansas House of Representatives could make the state the first in the nation to prohibit food stamp recipients from purchasing unhealthy food on the government’s dime.
The legislation, which passed a state House committee Tuesday, would require the Arkansas Department of Human Services to develop nutritional guidelines. Recipients of federal Supplemental Nutrition Assistance Program (SNAP) aid would be barred from purchasing any product that does not meet those guidelines.
The measure would require a waiver from the federal Department of Agriculture before the state could move forward in creating new food bans. The Agriculture Department has never granted such a waiver, despite requests from lawmakers in Maine and Minnesota.
The Agriculture Department said in a November report that about 20 percent of SNAP benefits were spent on sodas, desserts, candy and sugar. SNAP recipients spent $608 million in 2011 on sugary drinks, the report found, more than on milk and fruit combined.

i don't see how anyone (who wasn't shilling for big sugar or retailers) could be against this
especially with the obesity epidemic in poor communities and the "food dessert" concept

This has been tried several times and failed every single time, this will be no different unfortunately.
The USDA will never let this slide because the folks lobbying on behalf of the Coke and Pepsi's of the world are too strong and have too much influence. These corporations love the idea of taxpayers (via SNAP) being one of their biggest clients, which they have no interest in giving up.

As a conservative who views ANY rule as something that will need people and process to codify, implement, and enforce, I would want to see the full plan, with input from the retailers that are expected to be on the front lines.
On the other hand, there is plenty of evidence that (my conservative leanings notwithstanding), the users do not, in fact, make good decisions on the use of this money.

Food stamps, if they are to be, should be for only basic foods and now that almost everything is sold with a UPC code that should be easy to do.
Baby formula, milk, rice, beans, potatoes, cheap meat, cheap produce and that is it.
The left would be surprised how many SNAP folks would suddenly find enough money to buy the other stuff.

I don't think this part is necessarily a L vs R thing, I'm a moderate (which means liberal around here) and would love to see limitations like this put in place. We've already done it for alcohol and tobacco, you telling me its that big of a leap to go from that to mountain dew and doritos? How are they in anyway nutritious? They lead directly to serious health problems.

This is great - my only hold up would be they have to be super careful what they define as "sugary items" - because breakfast these days is basically nothing but desert. People on food stamps wouldn't be able to buy cereals, muffins, honey buns, donuts... and lots of other breakfast foods (I'm actually ok with this, stop buying crappy food and start getting eggs and bread!!) - but... if not written correctly - the above could really backfire on them and give the Dems a talking point. "Republicans are so against the poor, they TOOK THEIR BREAKFAST FROM THEM" -- not a talking point you want against you

Correct the USDA has never allowed a waiver to this idiotic program.
