The actual memo/statement was completely redacted under a deliberative process exemption. The non-redacted release was just email headers, a small amount of text in the reply email, and reasons given for the redactions.
Edit - I do note that the email forwarding the memo/statement was about two months prior to interviewing Clinton and then making the public statement.

You're operating under the assumption that Decatur is telling you correctly that this has been released. I don't believe it has been released except to the Senate Intel Comm.
CNN, among some other sources, have some stories about the content as Comey emailed it (several versions apparently) around the FBI, and some other stories indicated people have seen redacted versions.
I can't find anything, anywhere that would lead me to believe that this has been released. Unless we want to start relying on news stories, which are vague at best.
Now, I guess this could logically be part of Mueller's investigation into potential obstruction as it goes directly to that issue, and if so, that's another reason why it wouldn't be released.
If Decatur has something factual about this being released, I'd like to see it sourced.
