No, because they make claims that are difficult to disprove. I've already covered this. It's not hard. When they make claims they can easily prove, there is evidence to support said claims manufactured as part of the operation. Because ISIL leadership is smart enough to know how to do this.

Also they know a huge portion of people are sufficiently uninformed and will fix a bit of gossip in their mind as fact regardless of later corrections

That has nothing to do with my response to your statement that ISIL never claims things they aren't responsible for. Of course they do, and they have since the beginning in 2004. They typically will claim anything that can't be objectively proven NOT to be affiliated with them.
This guy could be anything at this point. Even ISIL. But there is no evidence at all for that yet.
