Local credit union. Spoke with a guy at mine last month and they were offering 1.5% on a new or certified pre-owned car.

Only if the rate goes up and you could have been locked in to a lower rate. If you could have lock yourself into a 4% rate but opted for variable and the rate went down, it's positive for you.

With interest rates as low as they are right now, the risk of it increasing dramatically is not worth the reward of the very little it could go down

Rates vary depending on many things. Amount of loan, risk to lender, age of car, mileage, etc.

No one will beat private membership credit unions like USAA and PenFed. PenFed is the easiest to get in with the best rates. Search around online on how to join.

I can pay cash for the vehicle (28k) but with interest rates as low as they are I would prefer to finance...

the personal loan quotes I've gotten have been almost 7% WTF?!

yes. I want to get the loan now so that when I find the vehicle I want I can act quickly. I've been looking for several weeks.

I just signed up for penfed. Their initial estimate was 2.99 for 60 months which I'm OK with

If you are looking for the lowest monthly note, DCU is better than PenFed currently. That 1.49 will only get you 36 mo with PenFed. DCU will give you 65 mo.
