I don't know why Mississippi would be any different. He should receive the title from whomever loaned him the money.

This. Also, call the previous owner and ask for a copy of the bill of sale from the dealership.

if he bought it out of state he very well may not receive a title. I bought an ATV in Oklahoma while working there and never received a title until I went to the Tax Collectors (in Miss this is who handles titles) office and applied for a title. If he originally purchased it in Miss (in state) he should definitely receive a title as the dealership applies for the certificate of title at the time of purchase.

To follow up, I received the title from the guy in MS last week.
