As in, doesn't commit mass genocide, try and take over the world, etc.

The Dictator shall be drafted into the Country's highest office from the general public. At the end of his term, he should be tried for treason and executed.

Ever hear the term benevolent despot? There are a few examples in history, depending upon perspective. Problem is the person has to be uniquely competent, confident, and benevolent.

There have been plenty of good kings and bad kings.
Luckily the political and democratic processes we have here weeds out the truly evil types, though it still allows narcissists and incompetents through.

I guess, when you put it this way, that is true and we just typically hear of the truly evil ones (Hitler, Stalin, etc)

Of course. There can and there has. It's more a matter of perception that will lead many to believe that this is even a legitimate question.
One of the issues with dictators often having to resort to violence is that the political system itself often lends itself to treachery, assassination, revolution, etc. They also often come to power or rule over times of instability.
You had monarchies that were entrenched for centuries and existed with general stability and order, not to mention moral reservations. Many dictatorships arise from sociopolitical chaos which carries over into their reign by people who reject the regime's legitimacy.
