FEDGOV determined Hispanic/Latino not a race...

While reading through the D.O.D. 2012 Demographic Report I noticed the following:

Turns out, the 2010 Census was adjusted as well:
Overview of Race and Hispanic
Origin: 2010
Why would Hispanic/Latino not be a race, yet completely non-homogenous identities such as white or black along with fairly homogenous nationalities such as Chinese, Korean, etc... be identified as race?

Chinese and Korean are not races, they are nationalities. Hispanic is a non-homogeneous linguistic, ethnic, and cultural distinction. It isn't a race. Don't sweat it. If Arabs, other South-central Asians, and Hispanics weren't classified as white, this country's racial breakdown would look more disconcerting to some than it already does.

Why is any of this race-assignment crap necessary, anyway? I thought the goal was to work toward a color-blind society.

Seeing our complete failure to accomplish "color-blindness" as a society, the government no longer seems so out of line in acknowledging certain realities--at least not to me. It's been quite an education.

This is not a new development.
I don't think Hispanic/Latino was ever considered a race by the FedGov or anyone intelligent.
Its only people who are primarily exposed to the more homogenized mestizo Mexican/Guatemalan populations who are under that impression.
Tons of whites came from Cuba. Argentina is one of the whitest nations I've ever been to.. and I've been through Europe. Easily the whitest in the Western Hemisphere. Yes, whiter than Canada.

They are all fairly imprecise terms, but black and white make more sense as racial categories than Hispanic.

In linguistics, it is said "a language is a dialect with an army and a navy."
I think it's just as true that a race is an ethnicity with a public relations problem.

The census wasn't "adjusted" to that end. Hispanic has never been a race on the census. You fill out whether you are Hispanic/non-Hispanic and then state your race.

So a Brit and an Italian are both white, just like a Mexican and an El Salvadorian are not Hispanic/Latino?

A Mexican and a Salvadorian are both Hispanic (you only really need to include Latino for speakers of Portuguese), because of shared culture and language.

Well, the questionnaire was adjusted in 2000:
In 2000, a note is included preceding the Spanish/Hispanic/Latino question which states "NOTE: Please answer BOTH Questions 5 and 6."
The order of the race and Hispanic questions is switched in 2000. The Hispanic question now directly precedes the race question. In 1990, the race question preceded the Hispanic question. Also, in 1990, two other questions (age/year of birth and marital status) separated the race and Hispanic questions.
In 2000, the term "Latino" is added to the question wording and response options "Spanish/Hispanic/Latino."
In 2000, examples are not included for the "Yes, other Spanish/Hispanic/Latino" response option, whereas in 1990 six examples were provided.
Then, in 2010 the following statement was added to the questionnaire:
For this census, Hispanic origins are not races.

According to wikipedia Mexicans were listed as a race on only one census, in 1930.

So the majority of of the folks responsible for population growth in this country over the last 20 years share origin, culture and language, and look a lot alike...and different from my white self. Yet, they are not a race?

Add that quite a few are part of the African diaspora.
