First they draft Marvin Harrison who learns under Jim Harbaugh and Marshall Faulk

Then they draft Peyton Manning who learns with Marvin Harrison

Then they draft Reggie Wayne who learns under Marvin Harrison and Peyton Manning

Then they draft Andrew Lucky who learns under Reggie Wayne

Then they draft TY Hilton who learns under Reggie Wayne and with Andrew Luck

basically since 1996 they have had a elite receiver/QB (although Harbaugh was just good, but Harrison would go on to be elite)

They've had a level of consistency at QB/WR that many teams would envy even though they've only won 1 Super Bowl they've gone 183 - 125 and that includes year Manning missed and years with Jim Harbaugh at QB

Their record in one score games over the last couple years proves they are extremely lucky

If any franchise tanked the luck draft, they would be in great shape now.

They scouted and drafted/signed them. There's no luck involved.

Luck is considered to be when Preparation meets Opportunity.

that's BS as teams scout any player, however, you have no idea how that player will react to the increase demand and the increased competition. You can scout a CFB who was a boyscout and then he gets paid in the NFL and he turns into a bust as he quits working as hard, maybe he peaked in college and that is the best he will be, maybe he gets injured, you never know.

Indy has had a great amount of Luck in players staying healthy and then evolving into elite players.

You're wrong but ok. I mean by your logic every team is lucky/unlucky

Every team does get lucky, how many times have we seen the "safe" or "NFL ready" player get drafted and suck? There is luck involved, doesn't matter how well you scout you can get unlucky with a player not being what he was hyped for. So yes I believe there is a lot of luck involved in who a teams draft and that luck involves the player not hitting his ceiling in college and then working hard in the NFL.

1. white QB
2. strong run
3. focus on slot receivers

that's how you build an offense
